Autonomous weapons carried by drones are no longer a hypothetical danger on the horizon. Over the last few years combatants and states have incorporated stronger autonomy into unmanned systems for navigation, target selection, and swarm coordination. That shift creates an urgent ethical problem: when software helps decide who lives and who dies, the technical, legal, and moral systems that constrain violence are put under stress in ways current institutions are not prepared to handle.
There are three core ethical fault lines to address before more autonomy is fielded at scale: delegation, accountability, and predictability. Delegation concerns the basic question of whether humans may surrender the final decision to apply lethal force to an algorithm. Accountability concerns who bears responsibility when an autonomous system makes a mistake, is hacked, or produces an outcome nobody intended. Predictability concerns whether complex machine-learned systems behave in ways that are sufficiently understandable and testable to meet the legal and moral standards that govern the use of force. These are not abstract problems. They are central to whether autonomous weapons can ever comply with international humanitarian law or human rights obligations.
Current policy responses have strengths but also important gaps. The US Department of Defense updated its Autonomy in Weapon Systems directive to require senior reviews, operator control, and a link to broader responsible AI guidance, which are useful guardrails for acquisition and use. But policy statements alone cannot close the accountability gap or guarantee safe behaviour in messy real-world environments. Nor do they prevent cheaper, proliferated designs from being adopted by non-state actors or by states that do not follow equivalent oversight processes.
Meanwhile, humanitarian organizations, legal scholars, and civil society are calling for stronger international measures: clear prohibitions on systems that operate without meaningful human control, limits on autonomy that targets people, and treaty-level rules to prevent proliferation and misuse. These proposals recognize that the legal and normative tools we have today struggle with systems that can act at machine speed, at scale, and in ways opaque to human supervisors.
Practically oriented ethics means moving past slogans and designing enforceable, technical, and institutional mechanisms that reduce risk. Here are concrete, actionable steps for militaries, policymakers, industry, and civil society.

Insist on human-in-the-loop or human-on-the-loop for any system with lethal effect. Preserve a well-defined human role in target approval and engagement. Technical controls should make it infeasible for a system to fire without a documented human authorization except in narrowly constrained defensive scenarios that are tightly specified, tested, and time-limited.

Define meaningful human control in operational terms. Laws and policies must know what behaviors count as sufficient human judgment, how long a human has to intervene, what information must be presented to the human, and what training and authorities that human needs. Vague commitments to “appropriate human judgment” are not enough. Independent audits should verify operational compliance.

Require robust, independent testing regimes and red teaming that reflect real-world adversarial conditions. Systems must be evaluated for sensor degradation, spoofing, adversarial inputs, degraded communications, and edge-case scenarios. Certification processes should include open exercises with third-party observers from academia and civil society where politically feasible.

Mandate immutable, tamper-evident logging and explainability traces for all decisions that lead to force application. Logs should make it possible to reconstruct sensor inputs, model outputs, and the decision path so accountability inquiries can determine what happened and why. Contracts for defense systems should allocate burdens for testing, transparency, and post-deployment remediation. Public procurement must require vendors to disclose failure modes and provide liability assurances.

Fund applied research into verifiable reliability metrics and adversarial robustness for perception systems. Reliability is not a single number. It must be expressed as conditional probabilities across operational contexts, with clear confidence bounds and limits of applicability.

Promote norms and pledge-based commitments within the tech community that prohibit building offensive autonomy beyond meaningful human control. Governments should engage industry early to define verifiable benchmarks rather than retrofitting rules after deployment.
None of these measures eliminates risk. Autonomous systems will still fail. But they translate ethical principles into testable, enforceable requirements that lower the probability of catastrophic misuse and make it easier to assign responsibility when things go wrong.
Finally, the international track matters. Ad hoc national policies will reduce risk in some places but not globally. The CCW and other UN processes offer a venue to negotiate binding limits and shared verification practices. If nations agree on a baseline that forbids systems that lack meaningful human control and that subjects other systems to strict transparency and testing obligations, the outcome will be a safer security environment and clearer norms that stigmatize irresponsible actors. Until such a baseline exists, we will continue to see a patchwork of regulation while the technology proliferates on battlefields and in policing contexts.
Ethics in this domain must be practical. It must translate into procurement strings, measurable testing, forensic readiness, legal clarity, and international norms. Absent those things, autonomy will not just change how wars are fought. It will change who can be held responsible for the human consequences. That is a risk we can and must manage now, before the technology outpaces the institutions we rely on to constrain violence.
